About SOAR CIC
The Spencer-Oak Openings Area Regional Community Improvement Corporation (SOAR CIC) is the designated economic development agency for Spencer Township. Born from the 2024 Comprehensive Community Plan, we serve as the strategic bridge between public policy and private investment.
The Missing
To advance the industrial, commercial, and civic development of the Oak Openings Region while preserving its unique rural and environmental character. We exist to help Spencer Township “Soar” to new levels of regional competitiveness.
The Mandate
As a rural township, Spencer Township is statutorily limited in its ability to generate resources and manage complex infrastructure. SOAR CIC was created to transcend these limits, providing a flexible vehicle for land assembly, grant administration, and debt shielding.
501(c)(3) Business League Status
SOAR CIC is incorporated as a non-profit “Business League” under IRS Section 501(c)(3) and Ohio Revised Code 1724.
- Incorporation: Filed with the Ohio Secretary of State.
- Statutory Agent: Appointed Legal Counsel.
- Oversight: Subject to audit by the State Auditor’s Office and compliance with Ohio Sunshine Laws.
