Modern economic development requires more than just roads and sewers. SOAR CIC is tasked with managing critical “Next-Generation” infrastructure projects that connect our rural workforce to the global economy while preserving our environmental assets.

Key Initiatives

Broadband & Technology

A primary mandate from the 2024 Position Paper is the management of technology and broadband initiatives. We are actively pursuing public-private partnerships to extend high-speed fiber access to the Westwinds Industrial Park and underserved residential corridors in the Spencer-Sharples Planning Area.

Utility Extension (Water & Sewer)

We coordinate with the Lucas County Sanitary Engineer to close loops in the water distribution system. Our goal is to extend centralized sanitary sewer services to key development nodes, eliminating reliance on septic systems and protecting the groundwater quality of the Oak Openings ecosystem.

Brownfield Redevelopment

SOAR CIC actively identifies and manages the remediation of brownfield sites—properties complicated by the presence of hazardous substances or pollutants. By leveraging Ohio Department of Development grants, we de-risk these sites, transforming legacy scrap yards into productive, tax-generating technology or commercial assets.
